Project Initiation

Qualification Based Selection (QBS) Process

A three stage Qualification Based Selection (QBS) process was utilized to procure an architectural or planning team to facilitate an enhancement of our Campus Master Plan.

A public announcement was made inviting interested planning, urban design and architectural firms across North America, to submit a Statement of Qualification (SOQ) to the University.

Stage 1: Request for Qualifications (RFQu)

A Request for Qualifications (RFQu) was issued on March 10, 2011. The purpose of an RFQu is to facilitate the shortlisting of competent consultants and their proposed teams. Download RQu-S2011-2319_Add01.pdf (2.4 MB)

The selection committee was comprised of senior administrators and executive leadership from within Facilities. Submissions were evaluated according to the consulting firm's overall qualifications and competency, planning and consultative methodology and previous relevant experience developing other post-secondary campus master plans and regional plans for municipalities.

The University received 16 responses to the RFQu invitation, from across Canada, the United States and United Kingdom. The selection committee shortlisted these submissions and five firms were presented with a more detailed Request for Proposal (RFP) to meet additional selection requirements.

Stage 2: Request for Proposal (RFP)

A Request for Proposal (RFP) was issued on April 15, 2011. Five consultant firms, (and their proposed sub-consultant teams) were asked to submit detailed proposals on the conceptual planning services that they could provide to enhance the existing Core Campus Expansion Plan. Stage 3: Final Interviews

The submissions were evaluated and the top three consultant teams qualified for an interview with the selection committee. Each submission team had an opportunity to showcase their proposals in a 90 minute interview with the primary Master Plan selection committee.
