James Horsman has made significant contributions to government, business, and public service at the provincial, national, and international levels, and to the University of Lethbridge. A lawyer by profession, James Horsman was appointed as Queen's Counsel in 1980. A selection committee composed of representatives from the judiciaty and the bar choose Queen's Counsels and this appointment reflects the esteem in which James Horsman is held by his colleagues, the courts, the legal profession, and the community. | |
A dedicated servant of Alberta, James Horsman was a member of the Alberta Legislative Assembly for five consecutive terms. During this time, his portfolios as Minister included Advanced Education and Manpower, Federal and Intergovernmental Affairs, Attorney General, Deputy Premier, Deputy Government House Leader, and Government House Leader. Also significant were James Horsman's efforst at the national level as an MLA. For ten years, he represented Alberat in discussions with the other provinces regarding constitutional matters. His negotiation skills and dedication to Canada contributed to the repatriation of the Canadian Constitution, and important event in the history of the country. At the international level, James Horsman was the chief negotiator for Alberta in negotiations with the United States, Mexico, and other coutnries for the Free Trade Agreement, North American Free Trade Agreement, and the Uruguay round of the General Agreement on Trade and Tafiffs. been Co-Founder of the Transporation Working Group of the Pacific Northwest Economic Region, Director of the Can/Am Border Trade Alliance, member of the Pacific Council on International Policy, member of the Advisory Board for the Association for Canadian Studies in the United States, and Canadian Director of the STate Legislative Leaders Foundation. In all these roles, James Horsman admirably represented the interests of Alberta and Canada. James Horsman was the ninth Chancellor of the University of Lethbridge. During his time as Chancellor, he brought about significant changes in the Senate, leading Senators to become more involved in the community as ambassadors of the University of Lethbridge. He built relationships with student government, and enabled the University of Lethbridge to contact individuals in governement and private sectors who value post-secondary education. As Chancellor, he was also a founding director of the Alberta Ingenuity Fund. James Horsman has tirelessly promoted the importance of the University of Lethbridge to Alberta and Canada. | |
