Program description

This Graduate Certificate program prepares students to design, implement, and evaluate health programs and learn how to analyze and consider the ethical implications of health policy and is delivered on the Lethbridge Campus.

Students in this program will have the opportunity to apply the principles of public health and healthcare program planning; design, execute and manage the evaluation of health programs; develop research ethics protocols; critically analyze health and healthcare policy; and more (see learning outcomes below). 

Coursework competed in this program can be used as credit toward the Public Health Specialization in the Master of Science (Health Sciences) or the PhD degree (Population Studies in Health) for students who later decide to pursue in one of these programs. 

International Students: Please be advised that due to the part-time nature of this program, graduates will not be eligible to apply for a post-graduation work permit after completing this program. International students interested in this program are advised to contact the International Centre before submitting an application to this program.

Designed for researchers, working professionals, and clinical care providers, this program provides students with advanced training in planning high-quality evidence‐based programs, expertise in project management and reporting, hands‐on training in public health program evaluation, and a broad understanding of current and emerging health policy issues in the context of today’s globalized world.

This certificate is ideal for those seeking to learn how to design, carry out, analyze, and report on the findings of health policies and programs without completing a Master of Science thesis.

Additional information

Applicants must normally meet the following minimum requirements:

  • Hold a baccalaureate degree (i.e. undergraduate degree) in a related discipline from a recognized degree-granting institution
  • Have a minimum grade point average of 3.00 (based on the uLethbridge 4.00 scale) on the last 20 graded university-level term courses (60.0 credit hours)
  • Completed 3.0 credit University-level statistics course
  • Demonstrate English Language Proficiency (ELP) for graduate students

Submit your complete application by midnight (MST/MDT) on the deadline date.

Official documents (e.g., transcripts, English language proficiency test scores) are required prior to registration.
Note: Applicants who have attended or are currently attending an institution participating in ApplyAlberta do not need to arrange for official transcripts to be sent to uLethbridge from the issuing institution. A list of participating institutions is available at www.applyalberta.ca.

The relevant Graduate Program Committee reviews your application and makes admissions decisions.

*Note: Students who are graduates of non-Canadian universities must provide notarized English translations of all documents not in the English language.

You will need to upload and submit your unofficial transcripts, including proof of graduation for your completed degree(s) and transcripts of all post-baccalaureate work, if any, via the online application system.

Official Transcripts
You will also need to arrange for your official transcripts to be sent to the Registrar’s Office. Your official transcripts are required to be received prior to course registration.
Applicants who have attended or are currently attending institutions NOT participating in ApplyAlberta must arrange to have official transcripts sent directly from the issuing institution to the Admissions Office. A list of participating institutions is available at applyalberta.ca.

English Language Proficiency (ELP) for graduate students

English is the primary language of instruction and communication at the University of Lethbridge. Prior to registration, all applicants to the School of Graduate Studies must demonstrate English Language Proficiency (ELP) sufficient to meet the demands of classroom instruction, written assignments, research, and participation in tutorials and discussions, regardless of their citizenship or country of origin. Please see the English Language Proficiency (ELP) requirements for graduate students for detailed information.

Three required courses:

  • PUBH 5000 Applied Public Health Research Methods
  • PUBH 5002 Advanced Program Planning, Implementation and Evaluation
  • PUBH 5005 Advanced Health Policy and Ethics (pre-requisite University-level policy and health (3.0 credit hours))

One elective course: Students can choose a course that furthers their skills in applied research, or apply the skills they have gained in a graduate course on global health care systems.

  • PUBH 5001 Biostatistics I (pre-requisite University-level statistics course (3.0 credit hours)
  • PUBH 5004 Qualitative and Mixed Methods Research (recommended background University-level research in Health Sciences (3.0 credit hours))
  • HMGT 5430 Health Systems with a Global Perspective

Learning Outcomes:

  • Apply the principles of public health and healthcare program planning, budgeting, implementation, and management to government, organizational, and community initiatives.
  • Design, execute and manage the evaluation of health programs using quantitative, qualitative, and mixed methods designs.
  • Develop research ethics protocols for submission and approval.
  • Develop program logic models and evaluative frameworks to guide program evaluations.
  • Identify and engage critical patients and stakeholders in the planning, implementation, and evaluation of health programs for infectious and chronic disease management and control; and to address/reduce health risk behaviours (e.g., addiction recovery).
  • Develop public health programs that are inclusive and responsive to the diverse cultural values and traditions of the communities being served.
  • Implement appropriate knowledge translation strategies for diverse stakeholders and audiences (e.g., briefing notes, reports).
  • Critically analyze health and healthcare policy.
  • Apply ethical principles to the analysis of public policy and governance.
  • Use health research to make healthy public policy and healthcare system management recommendations.
