Abstract: There is a question that we might raise about the rules of logic: do our logical systems allow us to express all of the acceptable rules of inference? One of the originators of modal logic in the 20th century — C.I. Lewis — thought this question was worth pursuing, and thought that logical systems should express all such rules. But this question is imprecise in at least three ways. What do we mean by 'express'? What do we mean by 'rule'? What do we mean by 'acceptable'? In this talk, I will offer some ways to make these three terms precise, and show that there is a limit to what kinds of rules can be expressed, adding yet another limitation to what is expressible in (some) formal languages.
