will be delivering a talk:  "FEDERALISM & LIBERALIZATION:  International Trade Agreements in Canada and the United States"

on Wednesday, March 16th at 12 noon in C-610 (U-Hall)

Is federalism an important consideration in the foreign relations of modern nation-states?  This lecture will examine the question in the context of the negotiation and implementation of international trade agreements in Canada and the United States.  It will suggest that federalism directly influences the activity of states and provinces, as well as the capacity of federal negotiators to pursue significant trade liberalization.  This can best be understood by distinguishing between American intrastate and Canadian interstate models of federalism.
