Bicycles and other micromobility vehicles are welcome on campus when they are operated safely, courteously, and in accordance with applicable laws, bylaws and University policies and procedures.
What is a Micromobility Vehicle?
The term “micromobility vehicle” refers to a range of small, low-speed personal transportation vehicles, including, but not limited to:
- Bicycles and e-bikes
- Skateboards and electric skateboards
- Scooters and e-scooters
- In-line skates
- Other similar small, low-speed personal transportation vehicles
Accessibility devices are not covered by the information in this bulletin. This includes wheelchairs, power wheelchairs, and other assistive devices required for mobility.
Where Can I Ride?
Bicycles and other micromobility vehicles may be used on University-designated pathways and roadways, provided they are:
- Operated as intended by the provider or manufacturer
- Used in a safe and courteous manner
- Operated in accordance with applicable laws, bylaws, and University requirements
Areas Where Riding is Not Permitted
For the safety of everyone on campus, bicycles and other micromobility vehicles must not be operated in the following areas. They may only be walked or carried through these areas:
- Inside University buildings or campus tunnels
- On campus building plazas or patios
- On steeply sloped sidewalks or pathways on campus grounds, including the pathways east of the Students’ Union Building toward University Hall
Exception: Bicycles and other micromobility vehicles may be operated on steeply sloped sidewalks or pathways if they have brakes and can be operated at walking speed.
Campus Speed Limits
The maximum speed for bicycles and other micromobility vehicles on campus is 20 km/h.
In areas with a higher concentration of sidewalk users, the maximum speed is 15 km/h.
Always adjust your speed as necessary to safely navigate around pedestrians and other campus users.
Exception: When a bicycle or e-bike is being operated on a roadway with a posted speed limit, the cyclist must comply with the posted speed limit. In this circumstance, the bicycle or e-bike is treated as a vehicle and is subject to the applicable rules of the road.
Rules of the Road: Bicycles and E-Bikes
When riding a bicycle or e-bike on a roadway, you are considered a vehicle and must follow the rules of the road just like other road users. This includes, but is not limited to:
- Stop signs: Come to a complete stop at stop signs and proceed only when it is safe and you have the right of way.
- Traffic lights: Obey all traffic signals and proceed only when permitted.
- Yield signs: Yield the right of way as required by the sign and traffic conditions.
- Crosswalks: Pedestrians have the right of way in crosswalks. If you are riding your bicycle or e-bike, you must yield to pedestrians. If you dismount and walk your bicycle or e-bike, you are considered a pedestrian.
- Intersections: Follow all signs, signals, and right-of-way rules at intersections.
- Ride with traffic: When riding on a roadway, travel in the same direction as other traffic.
- Use hand signals: Signal your intentions when turning or stopping, while maintaining control of your bicycle or e-bike.
- Speed limits: All applicable speed limits must be obeyed at all times, including posted speed limits on public roadways and the speed limits established for University property.
Remember: A bicycle or e-bike being ridden is treated as a vehicle. A bicycle or e-bike being walked is treated as a pedestrian.
Rules of the Road: Other Micromobility Vehicles
The legislation that applies to bicycles and e-bikes does not necessarily apply to other types of micromobility vehicles. The legal requirements for scooters, e-scooters, electric skateboards, in-line skates and other devices can differ. Users are responsible for complying with all applicable provincial and municipal requirements, as well as University policies and procedures.
